The RISE© Framework: A Practical System for Talent Leaders to Drive Real Business Impact
A practical framework to build a strategic, high-impact TA function.

The Global Embedded RPO Company

Talent Acquisition influences revenue, productivity, innovation, and long-term business growth. Yet in many companies, TA is still viewed as an operational function that reacts to hiring needs.
The RISE© Framework was created to change that.
RISE© stands for Real Impact through Strategic Enablement. It gives TA leaders a clear, practical model to understand where their function stands today, and what needs to improve for TA to earn a seat at the top table.
It is simple to understand, practical to apply, and built from real conversations with CHROs, TA Directors, and business leaders.
Who RISE© is for
RISE© is designed for TA Directors, Heads of Talent, and aspiring TA Managers who operate within:
- TA teams in high-growth scale-ups
- Enterprise TA functions looking to modernise
- Any organisation that wants to build a strategic, future-ready hiring engine
If your work touches hiring strategy, workforce planning, or talent performance, RISE© will add clarity and structure.
What you get when you download RISE©
The downloadable package includes two core components:
1. The RISE© Framework (PDF)
A clear overview of the three roles and eleven capabilities that define a high-impact TA function.

2. The RISE© Score Assessment & Action Tracker (Google Spreadsheet)
A quarterly maturity check that helps you understand where your TA team stands today. Plus, a planning tool that turns insights into concrete actions with owners, timelines, and progress tracking.
These tools help you move from intention to execution.
Why RISE© matters
If you are an ambitious TA leader, you already know where you want to take your team: toward influence, stronger business alignment, and measurable impact.
RISE© gives you the structure to get there.
It helps you:
- Shift conversations from activity to real value
- Connect hiring outcomes to business priorities
- Build trust and alignment with the executive team
- Identify the capabilities that need the most attention
- Create a repeatable quarterly rhythm for improvement
- Tell a clearer story about TA’s impact
RISE© helps you turn your ambition into a practical roadmap.
The three strategic roles in RISE©
The Framework is built around three roles that every strategic TA function must master.
TA as a Leader
Shaping the talent agenda and influencing decisions. This includes workforce planning, forecasting talent needs, speaking financial language, and building a team that can support business growth.
TA as an Enabler
Giving the business the insights, tools, and support it needs. This includes talent intelligence, hiring manager enablement, early involvement in strategic initiatives, and building a tech-enabled hiring engine.
TA as a Supporter
Strengthening the foundation through data and brand. This covers meaningful metrics, quality of hire, time to productivity, and co-owning the EVP and talent brand.
Together, these roles create a complete model of what strategic Talent Acquisition looks like today.
How to use RISE©
To make RISE© actionable, we recommend using it in five simple stages.
Stage 1: Understand the framework
Get familiar with the three roles and eleven capabilities. This gives you a clear picture of what a strategic TA function should look like.
Stage 2: Assess your current maturity
Use the RISE© Score Assessment to evaluate where your TA team stands today. Each capability is scored from 1 to 4, giving a realistic view of strengths and gaps.
Stage 3: Prioritise what matters most
Select the three to four capabilities that will drive the highest impact for your business right now. This step prevents overwhelm and keeps the team focused.
Stage 4: Build your quarterly action plan
Translate priorities into concrete actions using the Action Tracker. Assign owners, set timelines, define KPIs, and track progress.
Stage 5: Review and refresh
At the end of the quarter, rescore your maturity, review what improved, and adjust your priorities. This creates progress you can show to your leadership team.
This simple cycle turns RISE© from a model into a working system inside your organisation.
